Wondering why.

Weve had two black dog incidents this week. The first with 4 off lead JRT chi mixes who were quickly put on lead but who barked lunging and snapping at Murphy. The second this morning made me feel sick, we heard barking near the field where the deer graze and then saw a man with an off lead shepherd mix (looked like chow x dutch herder) he quickly put it on lead and walked with it tight to his side, as we drew level his dog tried to lunge and he calmy lifted his hand with the lead up above his head so that he dog made only a gurgle as the choke chain tightened around its throat.. We walked past quickly so not to prolong its suffering while we berated the owner for his stupidity. The man then relaxed the chain and the dog was spared more suffering which is more than I can say for any wildlife it encountered.
