I'm sure you are right - it DOES stop a dog from barking. I doubt the dog is any less stressed - it just can't express that stress as a dog was intended to do...... but so long as the neighbours are happy...A self activating ecollar teaches the dog to cease barking, successfully. You may choose not to agree, of course, that is your right. I speak from experience, from what I have seen.
Personally I'd be inclined to tackle the stress problem to dissuade the dog from feeling the need to bark
