If he is not losing weight despite halving his diet and doubling his exercise. You may want to consider getting a second opinion from a different Vet.
Its good you can let a beagle off the lead, but he needs a good hour and halfs exercise every day at least. But he just does not sound well. I wouldnt hesitate getting him tested.
