Cleaning Up After Dogs

If she and/or her dog are on your property and you are taking the photo for evidence you are MORE than within your right to take the photo. It's illegal to take a photo of someone and use it if they have a 'reasonable expectation of privacy' ie in their own home or garden. However if they are in public or in YOUR garden you are well within your rights to take the photo.

It is my understanding that if the boundary of your property encompasses your lawn then that lawn is YOUR property. It is NOT a public right of way and thus that person, or any other, has no right to be on your property uninvited. Because it is your property they are trespassing and unlike a cat, which is classed as a wild animal and thus outside the law, the dog is not and neither is the owner - so they could be prosecuted. OR, you could just put up a temporary fence to keep them out. Problem solved with no ill feeling.
