Some people just shouldn't have dogs...

We live in a village that has many dog owners, but there is one that allows their dogs to bark constantly! Their dogs, we assume live outside and bark all day, and sometimes very late at night (sometimes as late as midnight). Annoyingly we live opposite them so we hear it all, even through our thick walls.
I don't know how they haven't been done for noise pollution yet, we ourselves have sent a few complaints and a long email to the noise complaint team.
It's beyond! We see a Collie jumping on the fence barking and there seems to be another dog which we think is chained up as we can hear the chain dragging across the floor.
I feel so sorry for these dogs, they must live outside, we never see them taken for a walk, which they obviously (Collies especially) need! They must be so stressed out and bored, I hope the council goes over and fines them. We've also considered contacting the RSPCA since we don't know if they have access to shelter, beds etc. We don't even want to attempt to go over there to talk to the owners.
I just get so frustrated, what is the point in having dogs if you just leave them outside 24/7 and don't even bother walking them?!?! I don't even believe they sit outside to spend time with them/play with them! :mad::mad::mad:

I would definitely get in touch with the RSPCA and let them do their thing as from what you've written it does sound as though they are suffering neglect.
 
I feel your pain @Jack-Russell-Lover.
The people at the back of us have two dogs that are left outside all day long while the owners are at work. This happens from spring right through to the autumn, don’t know where they are in the winter. They are normally put outside about 7ish in the morning, then the humans don’t return until gone 8pm. I’m not good on dog breeds so not sure what they are. The brown one will start crying from about 3 in the afternoon and I see it pacing and keep looking in the back window. The white one doesn’t seem bothered. I have tried looking through the gaps in the fence to see if they have water & shelter etc, but can’t see. I’m wary about climbing up to look over the fence as I don’t want to aggravate the dogs.
I rang the RSPCA one summers day last year when the brown one had cried from midday onwards and it brought me to tears. The RSPCA said they wouldn’t investigate unless the dogs looked physically ill, as there apparently is nothing wrong with leaving dogs outside as long as the adequate water and shelter is in place. I felt very let down by the RSPCA on this occasion because it is obvious that the brown dog is extremely distressed. I was advised to contact the council and report it as a noise complaint instead, which I did but nothing happened.
I have not approached the owners as I have no idea what sort of people they are and how they would react.
When we got Misty we spoke to both our neighbours and asked them to be honest and tell us if she was barking or crying when we are out as I would want to know, I’d hate for her to be unhappy.
It upsets me so much to think that these owners will waltz in at some point and be greeted with such enthusiasm. As you say, why some people bother to get dogs is beyond me.

You'd think that the mental health of the dogs would be just as much a concern for the RSPCA as physical health. I bet those dogs are very unhappy, do they at least walk them when they get home?
I dread to think how mentally traumatized these dogs are, especially the Collie, which do go loopy if they don't get enough stimulation. I've seen him/her before jumping up and down over and over at the back door to be let in, obviously no one did. I saw the same stereotypical behaviour when I was doing work experience at a boarding/rescue kennels, that too was a Collie who couldn't be shut in the house for any length of time because she would just do that, which is why she went through a few homes, I hope she found her forever home in the end!
Thats why I have not gone down the RSPCA route @arealhuman, they won't do anything unless the dogs are deprived of food/water/shelter. They don't care as much about their exercise/stimulation/social needs.
Exactly, i dont get the point in them having dogs....if you want an animal that you can just chuck food down for and ignore, get an outdoor cat! Dogs are much more needy!
 
I don’t know if they get taken out when the owners are home, I’d like to think they do. I will be keeping my eye on them again this summer and no doubt be on the phone to the RSPCA again. I think they’re the same as all organisations seem to be, understaffed and prioritising.
To be fair to the RSPCA they were very good when I reported a dog living in a car because it wasn’t allowed in the house!

Definitely yes, the Animal Welfare Act probably plays a part too, they just have to see that people comply with the five welfare needs and that's it really. I think there needs to be changes to the act, with stricter requirements.

I would put THIS MAN at the top of the list of "ppl who shouldn't have dogs" -

Metro man arrested after allegedly shooting daughter’s dogs for not washing the dishes

His 17-YO dotter had an argument with him - apparently over doing the dishes, but it escalated. She phoned her mother, who came & picked her & her younger bro up, & they left. [I spoze the parents are separated or divorced - no details are given].
The next day, [EDIT] the dotter returned to find her pick-up truck bloody, & both dogs missing - someone at the house told her that her father had shot both dogs, & dumped the bodies "by the river".

He's been arrested, charged with cruelty, & bonded out.
:( I hope the judge BANS him from owning any pets, & also that his kids can live elsewhere - i wouldn't trust anyone with such a warped sense of 'punishment' & an obvious tendency to violence, to care for kids, even their own.

Apparently the man had been kicked out of his home (for whatever reason) so moved back in with his mum, but she wouldn’t have the dog in the house when he wasn’t there so it was put in the car on the driveway when he went to work! The dog was taken away by the RSPCA, and hopefully now has a good home.
 
So, just a word to the wise, the RSPCA will want you to have sufficient evidence of the distress of an animal. You would be best speaking to the Dogs Trust or Local shelters. I would recommend speaking to the council over the noise @Sezzy

What a horrible man!
My partner also told me about a news article he read about a man that drowned his neighbour's dog because it barked constantly, drove him so crazy that he just snapped one day!
@Sezzy that's a bit more understandable but still! You don't keep the dog in a car!!! Hope the dog has a lovely new home.

Sorry... giggling at that probably makes me a bad person:oops: But not as bad as him and yes, there are some vile people out there. Our dogs all deserve so much better:(
 
It's quite distressing to hear a dog cry all day. When I was pregnant with my first I was really, really ill and couldn't work for a few months so at home all day which was hard enough. Then we got a neighbour with a husky x gsd who was lovely but bored out of his head and obviously not getting enough walks or mental stimulation. The family were nice but I think had got a dog they couldn't cope with. He was outside all day howling and it was the worst thing to listen to all day, everyday. Then he started jumping the fences and at my back door asking to be let in. He got in my house one day a week before I had my daughter. I felt really sorry for the mum. She was on her own with a little girl and husband away with work and she bad college. They looked after him well but just didn't have time for him.

Man arrested, accused of animal abuse in Palm Bay

The abuser had a bad day - a passerby & his wife saw him kick, punch, & chase his own dog, while it cowered & cringed, & when the man asked what he was doing, the abuser got belligerent, & threatened his wife. Oops.
He was promptly taken in custody by the husband, who, it developed, is a martial-arts instructor, & he held him for police.
[He & his wife plan to adopt the dog.]

Video shows man walking dogs by dragging them alongside car

A woman saw this man "walking" his dogs beside his running car - the F was on leash, & at one point when she couldn't keep up, he nearly ran her over. The M dog was free-running at least part of the time, & further from the vehicle.
The witness got her mom & son into the car & followed them to video the incident - when she tried to get the driver's attn, he ignored her as she followed, honking her horn, & finally forced her to pull up beside him to tell him he was about to run over his dog.
Then he got angry & used foul language before loading the dogs, & pulling away. The local sheriff is investigating.

Oklahoma man arrested after dog drowns wearing weighted vest

A Florida tourist's dog drowned while wearing a weighted belt - the 1-YO GSD was wearing 13# of lead-weights to "make her a better swimmer" & "tire her out" so she'd sleep. // The dog only weighed 60#, plus dogs are negatively buoyant - when they tire, they SINK like rocks. :(
He's been arrested & charged.

Without changes in the law, unfortunately the rspca's hands are tied to a certain degree and I'm sure it breaks their hearts as much as ours to know of animals in distress but not be able to do anything because the animals 'basic' needs are covered, bearing in mind most became inspectors because of their care, and they have to walk away knowing they can't do anything..not a job I could do. It is always worth reporting still( maybe white lie to them,as in, I see no water or adequate shelter, just to get the visit??) as if just one person will re think their dogs living arrangements and needs as a consequence of a visit from the rspca then that's got to be better than none??
 
How does the law stand on people with mobility scooters who,have their dogs running alongside them? I ask because this is a frequent sight in the UK. Also they must have dogs who never poop. Because I have never seen any of them pick up after a dog
 
What aspect of the law, @Nanny71? Specifically picking up poos? Legally, a disabled person is exempt from dog-fouling laws, though it would be considerate of them to train their dog to 'go' in appropriate places (which is standard guide dog training).

I know a couple of people in mobility scooters who have dogs and I'm happy to say they always pick up after their dogs. One was an old man who sadly I haven't seen for a year or more now so I assume he's passed away or moved to a nursing home - it took him about 5 minutes to manouvre himself off his scooter to pick up a poo, but he always refused my offer to pick it up for him on the principle of 'if you don't use it, you lose it'.

So they can just leave the dog poop anywhere? The poo doesn't bother me as much as the poor (usually little) dogs trying to keep up with the mobility scooter which can go as fast as 12 mph.
