Under the circumstances i would have to say yes they should resign ..theres plenty will good people out there that can carry the fed on ...
i cannot understand how the fed committee allowed them both to continue to run the fed while they have a failed test hanging over them
the right thing they should of done was hold a meeting with members to discuss the problem and allow them selfs to answer questions which need asking , they may have found that people respected them more,rather than them not saying anything , till they sent letters out to there members ...i think more people would have stood by them , if they had a meeting to explain what went wrong
