There is a very exciting world out there! The answer is to be more exciting than the world your pup is exploring. This means not standing still and having lots of fantastic enticements. Food such as liver, cheese, ham works for some dogs. For others it is a thrilling game with a favourite toy.
Be very careful not to call your pup and put him on lead every time. He will soon think that responding to recall means the end of his fun. Remember this at home too. Never call your pup to tell him off or do any negative things to him. Do lots of fun recalls around the house so that any negative ones that you can't avoid, for safety reasons, are lost among the good ones.
If you are absolutely certain he will not come if you call him then, if it is safe to do so, do not call him. Go and get him or hide away from him. The more times you call and he doesn't come the harder it will be to teach him a good recall.
He is very young yet so persevere. Think about enrolling in good training classes, run, preferably by an APDT trainer.
