Firstly you can't make them get on. They may start to bond once the initial shock has worn off. Mostly it is best to leave them to get on with things unless it is really getting out of hand. If that happens then clap your hands or use a word like "enough" to distract them and separate them until they calm down. Keep lots of chews and toys to hand to give them so that they settle when separated. Do some brainwork with both of them individually so that they are tired. Only let them play if you are there to supervise. In general it is best to let the older dog discipline the younger one. Make sure your puppy gets lots of opportunity to interact with other breeds of dog in order to prevent fear issues in later life.
To be honest the breeder should not have sold another bitch puppy to your mum. They should know better. If adult bitches fall out it is virtually incurable and often results in one of the two being rehomed. A dog pup would have been better or, as you say, no pup at all until your 7 month old was fully trained and socialised.
