Has she had a ceaser??? If not, when did she whelp? It can sometimes take time to get them all settled. Is she in a quiet dark place to make her feel secure.

Just read you first post, I hope you can get her settled with her puppies. I think it may be best not to fuss too much with her, awful situation for you all. Hope all goes well.
Your vet might be able to help, speak to him.
