I would definitely try the RSPCA...they operate under the power of their own act of parliament, so they can also approach it from a different angle to the council.

There is a big difference between biodegradable and degradeable. Degradable means that they are plastic based and will breakdown into tiny fragments of plastic. Biodegradable (if marked as EN EN-13432) means that they are certified to European standards and breakdown to water, CO2 and biomass...
