As previous posts have said - a strap across the chest like this restricts free shoulder movement and can cause orthopaedic problems.

A great guard dog probably won't be good with kids. And, getting a dog to guard your property brings all sorts of problems when the dog can't distinguish between the burglar who is coming to rob you, and the paramedic who is coming to save your life.

It's always hard to say from a photo; it could be a wart but of course could be something else entirely.
My take on lumps and bumps is that I treat them as if I would if I found something similar on myself. I don't rush to the doctors but if they don't go away, or if they get worse, I'd ask...
I don't have time to go into detail right now but if it isn't the same as Hemlock's technique, training loose lead walking without using a lead might be another option (essentially heavily rewarding a 'close to knee' position,).
